What you need:
Aleene’s Fabric Fusion
Lace Ribbon and Optional Buttons for embellishments
Mason Jars and Clothespins
Slip a mason jar inside the sock to keep it stretched while attaching the ribbon. Cut Ribbon twice the circumference of the top of the sock. Attach the start of the ribbon using Fabric Fusion and hold in place with clothespin.
Fold small portion of ribbon over to create pleat. Attach with fabric fusion in the pleat in addition to attaching the ribbon to the back of the sock.
Hold each fold in place with clothespin as you work your way around.
When dry, remove clothespins and pull out jar.
When wearing, be sure not to stretch out the top too much when you pull them on. Wear and enjoy!!
So fun to dress alike!!

I know exactly what your saying about being uncomfortable in hats. My sister felt the same way about wearing hats. She is adorable in hats, we just had to convince her. She began wearing them a little more often and now she has become a hat addict!!!! Never thought she would fall in love with hats like this!
